Prime Minister Nguyễn Xuân Phúc visited Cambodian King Norodom Sihamoni upon his arrival in the country yesterday. At the meeting, PM Phúc expressed his pleasure to visit Cambodia when the two countries are celebrating the 50th anniversary of diplomatic relations. He lauded socio-economic achievements Cambodia has made under the reign of King Norodom Sihamoni, particularly elevating its position in the region and the world. Highlighting the King’s contributions to consolidating the partnership between Việt Nam and Cambodia, PM Phúc said he hopes the King’s will continue enhancing the ties.
Deputy Prime Minister Trương Hoà Bình has urged the four central coastal localities affected by last year’s environmental incident to complete compensation by June 30 this year. He made the request at the seventh meeting of the Steering Committee on stabilising the lives and production of people in four central provinces – Hà Tĩnh, Quảng Bình, Quảng Trị, and Thừa Thiên – Huế, which were ravaged by the incident caused by Taiwanese firm Formosa in April 2016. According to Deputy Minister of Agriculture and Rural Development Vũ Văn Tám, the People’s Committees of the four affected provinces have distributed the third prepayment (paid out of the State budget before receiving full compensation from Formosa) of compensation to all districts and locals.
The Government has created the best conditions to help labourers enjoy favourable housing, health care, insurance, legal assistance and living standards in industrial zones and export processing zones. Prime Minister Nguyễn Xuân Phúc made the statement during a dialogue with labourers in the central region at Đà Nẵng’s Tiên Sơn Sports Centre on Saturday. The dialogue, organised by the Việt Nam General Confederation of Labour, was attended by more than 2,000 labourers working at IZs and EPZs in Đà Nẵng, Quảng Nam, Thừa Thiên-Huế, Quảng Trị and Quảng Ngãi. Phúc said it was the second time he has directly talked with labourers on how to improve production and living conditions for workers at IZs and EPZs in the central region.
Deputy Prime Minister Vương Đình Huệ has ordered all relevant agencies to publicise the list of equitised State-owned enterprises not listed on the stock market as of December 31, 2016. He issued the order in a meeting on Friday. According to the Ministry of Finance, based on reports sent to it by 14 ministries, 41 local authorities and 29 State-owned enterprises, there are 578 SOEs that have been equitised but not listed. The list of these companies has been submitted to the Government. The Deputy PM said that all ministries, localities and State-owned corporations should ask representatives of the concerned SOEs to list their shares on the market as soon as they meet all the requirements to do so.
Prime Minister Nguyễn Xuân Phúc pledged to assist Laos in developing transport infrastructure and create all possible conditions for Laos to exploit Vũng Áng seaport in the central province of Hà Tĩnh to spur its socio-economic development. PM Phúc spoke at a reception in Hà Nội on April 20 for Lao Minister of Public Works and Transport, Bounchanh Singthavong. The PM told the visiting minister that the two countries will soon break ground for the Lao National Assembly House in Vientiane with Vietnamese funding, which he expects will be efficiently used. The Lao minister said that under instructions from Prime Minister Thongloun Sisoulith, the Ministry of Public Works and Transport discussed with the Vietnamese Ministry of Transport plans for the upcoming visit to Laos by Prime Minister Phúc.
Disqualified projects will be removed from the list of mid-term public investment projects in the 2016-20 period, National Assembly Vice Chairman Phùng Quốc Hiển said on April 20. The 14th session of the NA Standing Committee continued its ninth meeting on April 20 with a discussion of projects and specific sums of capital allocated for projects under the middle-term public investment plan for the 2016-20 period. National Assembly Vice Chairwoman Tòng Thị Phóng urged the review of 249 projects for which the capital source has either not been fully disbursed or is unknown, or some that lack capital altogether.
The central city of Đà Nẵng plans seven suburban communes in Hòa Vang District for high-tech farms on a total area of 540ha – a crucial step to boost high quality and safe agriculture. The director the city’s agriculture and rural development, Nguyễn Phú Ban, said the plan is part of a strategy to develop Đà Nẵng as a safe tourism destination, as well as a centre of nano-industry and world-class high-tech farms. Ban said the city has allocated 130ha for safe vegetable farming and 310ha for aquaculture and livestock. “The city has recognised 12 farms with certifications of safety and quality, as well as brand names in La Hường and Túy Loan villages. These farms’ products are eligible for sale at major supermarkets in the city,” Ban said.

The Government renews the Resolution every year to continue to improve the business environment and raise national competitiveness, especially through tax and customs reforms. In 2016, the finance ministry achieved many practical results in implementing the Resolution. First, online tax declarations, payments and refunds continued to accelerate, helping reduce tax payment period from 537 hours to 117 hours.
Prime Minister Nguyễn Xuân Phúc lauded plans to develop the southern coastal province of Bình Thuận into a green, clean and sustainable economy during a local investment promotion conference on April 19. In his speech to more than 240 local and foreign businesses and investors, he said the province’s progress in infrastructure, export-import, vocational training and investment climate have attracted more businesses and investors to the locality. On the locality’s development strategy, the PM suggested improving the quality of planning, considering it crucial for sustainable development. Sectoral, regional and key product planning should not be contradictory to each other, with a focus on strengthening co-ordination with the southern economic zone and adjacent provinces, he added.
The HCM City Department of Health has instructed general hospitals to improve emergency aid treatment in an aim to reduce overcrowding at the city’s Chợ Rẫy Hospital. These so-called first-category hospitals are health facilities with highly professional staff, specialised departments and modern medical equipment and facilities. The hospitals include Gia Định People’s Hospital, Nguyễn Tri Phương Hospital, 115 People Hospital and Trưng Vương Hospital, among others. The hospitals have been told to develop specialised treatment for serious burns, multiple organ failure and snake bites.
